Traditionally, auditors have been subject to self-regulatory organizations such as the American Institute of Certified Public Accountants.
The Sarbanes-Oxley Act of 2002 mandates that an independent agency shall govern the auditors themselves. In turn, the PCOAB adopts regulatory mandates to ensure the trustworthiness of the auditing process and the profession.
Accordingly, the “code of ethics” for auditors involved in reviewing outsourcing transactions is dictated by law and may change by regulation.
